dnd an add to panel launcher doesn't work correctly

When you right click on a menu and chose "Add to Panel" the dialog comes up. If you chose any of the options on the main menu and drag them to the Panel it works fine.

However if you chose "Application Launcher" and chose anything under that menu (for example Accessories -> Terminal) and try to drag it to the panel it does not work properly... It makes an icon with a "?" and says the following:
    (null) Open '/usr/share/applications/gnome-terminal.desktop'

Instead of drag and dropping if you just click "Add" it works as intended.

I am not sure which package this is in but the pannel package is: The Gnome Panel 2.22.1.2
