"set system time" has no effect

Bug Description
Reproduction:
Right click gnome clock.
Choose "adjust time"
Choose "set system time"
Enter password
Nothing happens.
What should have happened: a dialog to set the timezone, ntp, and so on.
See also bug 208958, but this seems to be different.
