gnome-panel doesn't restore correct panel position when two panels are on the bottom

Bug Description

Binary package hint: gnome-panel

I have two panels on the bottom of the screen (instead of one at the top and one at the bottom). However, when I log in, the order of the two panels isn't always correct. If I log out and log back in again, the panel order is sometimes restored correctly.

This is on Hardy beta. It never happened to me on Gutsy at all.

Sebastien - Where is this bug reported? I can't find it on Launchpad and you haven't marked it as a duplicate of any other bug.

we get hundred of duplicates every months and looking for exact number takes quite some efforts that we prefer to use to fix bugs
