"lock to panel" should prevent deletion

Bug Description
Binary package hint: gnome-panel
Wishlist: "lock to panel" should also prevent deletion. Perhaps with a popup that has a checkbox to unlock and allow deletion.
This would help prevent carelessly removing the Trashcan instead of emptying it, which in my vanity I'd like to think I'm not the only guy who keeps doing. :)
I imagine this would also cut down on followups "Trashcan disappeared!", which I hasten to add I have NOT done. :)
