Gnome-panel hides offscreen

Bug Description

This hasn't always happened, but recently, when I click the hide arrow on my gnome-panel, I can watch as the panel slides sideways, then down, off screen, where I can no longer get to it. If I change my screen resolution to the largest available, it then shows up at the bottom and I can unhide it. Then, if I change my resolution back, it stays at the bottom of the screen where it should be. I think the problem is that gnome-panel respects the current resolution when it is in the normal, unhidden state, but uses the maximum possible resolution (as reported in the xorg.conf file) when it is hidden. This only happens if I have chosen a resolution that is smaller than the maximum possible.
