Allow drag and drop editing of panel applets

Bug Description

Similar to Firefox's toolbar customization dialogue. This will remove a lot of
clumsy panel context menus and promote the object paradigm.

Basically, gnome-panel will be disabled when the customization window opens up.
At this point, the user can move the applets around, drag applets from the
customization window to the panel to add them or drag the applets off the panel
to delete them. It works similar to the Customize dialogue in firefox (you can
find it by right clicking on firefox's menubar and select cutomize...).

If you right click you can open a dialog with a list of the differents applets,
you can drag and drop from it to the panel which is pretty much what you describe.

Why not remove the add button and make the applet window appear more
"folder-like"? Also, allowing the removal of applets of dragging them off the
panel/to the trashcan icon on the desktop/to the trashcan applet is another nice
addition to the spatial paradigm.

I'll wait for upstream reply on it but I don't think that's a good idea for my
part, people move applets and probably don't want to remove component by
dropping them to a wrong place by example.
