Bug Description

I assume this is just a regression - see bug #1267787. Or is this intentional? I also notice that editing the menus is broken again so I need to dig up the old corresponding Trusty bug report.

This bug was fixed in the package gnome-panel - 1:3.8.1-2ubuntu4
