I realized, that hotkeys work only on English keyboard layout. After I switch to Russian or Ukrainian - even obvious shortcuts like Ctrl+C and Ctrl+V are not working!

Gnome 3.8 x64. Most annoying behavior. I decided to change to flashback mode because I hate Unity and Gnome3 handles notifications in the worst way ever imaginable.
