Bug Description
Currently, in Hoary the volume control applet is hidden when the master volume
is set to 0.
This doesn't seem like a good thing, as a user may manually set it to 0 and then
wonder where their volume control
went. Also, sometimes a sound card is mysteriously muted by ALSA, and it
doesn't seem good to hide the main way
of increasing the volume whenever this occurs. Overall, I think hiding this
applet when master volume=0 will
be confusing to many users.
