gnome-panel needs to depend on libnspr4

Bug Description

Hi!

clock-applet does not start and complains about not finding libnspr4.so.
Installing libnspr4 helps.

As already discussed on IRC, libnspr4's shlibs file is broken/not present, so
fixing that is the best solution.
