Buttons in the window list applet are far too small

Bug Description

Since updating to 2.9.3, the buttons in the window list seem to be sized based
on the minimum size preference. This makes them difficult to read.

Another example

I can confirm that I am seeing this too. My Window List preferences have a
minimum size of 50 and a maximum size of 4096. Even if only one single program
is open it is only 50 pixels.

I am on Hoary with a fresh apt-get update/dist-upgrade a few minutes ago.

it uses the minimal size, a workaround for the moment is to augment this value
