Orca need configuration possibility and shortcut key to quickly change reading language

Bug Description
Currently orca allows to set only one reading language which is OK for one-lingual environment. Though for multilingual environment it is not enough.
As default speak generation engine (espeak) allows to change reading language by passing parameters, it is possible to add such functionality and invoking espeak with other parameters.
So functionality should be that user can select several speaking languages and switch them by some shortcut key similarly to keyboard layout (but it is not necessary to tangle them, because relation from keyboard to treader language is not simple one-to one).

Orca behaves the same as other desktop applications, in which the language can be changed when logging into the desktop session. If there are special requirements for Orca in this regard, I'd recommend filing a bug against Orca itself.
