Karmic: "caplock activation bip" does not work

Bug Description

Hi

This is an old story lasting since 8.10 (I think I did deal with Benjamin who told me to reactivate the bug if still pending in version n+1, actually this is version n+2!!)

As my system is in French, I'll try to give you an "approximate proper" translation!!

What I did:
Système > préférence > outils d’accessibilité > cocher : activer outils d’accessibilité
bouton accessibilité du clavier > onglet accessibilité > cocher : permettre l’activation et la désactivation des …
bouton retour sonore > cocher les 2 premières cases

In English
System > preference > accessibility tools > tick the box: activate accessibility tools
press keyboard accessibility button > accessibility tab > tick the box: allow activation and deactivation ...
press bip in return button > tick the 2 first boxes

What I expected
when I press caplock key, I was supposed to hear a bip to warn me, this was the case in 8.04, very convenient, but not any more since then.

I hope I have been clear

Yes, same on Lucid.
The visual effect only works, no sound

orca is now gnome-orca since after dapper.
