online account needs attention dialog does not open online account settings dialog

Bug Description
On saucy, today with all up to date:
1. when online accounts need attention I see a dialog
2. clicking on it opens the System Settings "All Settings" view
=> expected: opens the "Online Settings" view
worked on raring iirc.
