This upload fixes the bug, you can set the environment variable USER_IS_ADMIN to get those entries listed:
gnome-menus (2.17.92-0ubuntu3) feisty; urgency=low
.
* debian/patches/07_admin_entries.patch:
- make admin entries being listed when user uid=0 (Ubuntu: #86588) or when
the USER_IS_ADMIN environment variable is defined (Ubuntu: #40309)
