"Sound Preferences" does not include all sounds

Bug Description
Binary package hint: gnome-media
Users expects to find all sounds settings in the "Sound Preferences".
Problem : the "ding" sound played when the gdm login screen is ready is not even mentioned in it, leading to user's confusion as:
- choosing "No sound" does not disable the "ding" (Bug #597540)
- mute the sound does not disable the "ding".
Currently we can configure this sound in the "Login screen", which is logical so no need to change it. Let's just add another way to configure it inside the "Sound Preferences".
Technically, this could be either :
- integrated in the "Sound Preferences" (this particular sound would require administrator password to enable/disable it)
- OR this could also be a button opening the "Login screen" window (I guess this would be very simple to implement).
