Sound balance does not work in gnome-volume-control

Bug Description

Binary package hint: gnome-media

If you change the balance bar in gnome-volume-control it just reduce the global audio volume (volume bar also moves) and sound balance is not affected.

I have the same problem. I don't know if this is due to pulseaudio og the underlying alsa.

Also i noticed the sound in lightdm login screen that sound is always muted.
