gnome-sound-recorder MP4 encoding works only for root user

Bug Description

Ubuntu 12.04
Intel i7-2630QM

When I use Sound Recorder as a non-root user to record in MP4, the saved file cannot be played back. Not even by the root user.
The error message is:
This file contains no playable streams.

However I am able to record in MP4 if I run as root:
sudo gnome-sound-recorder

I do not face this problem as a non-root user when I choose an encoding other than MP4.
