Fails to override debconf settings

Bug Description

Binary package hint: gnome-lirc-properties

After running gnome-lirc-properties, I get an /etc/lirc/lircd.conf like this:

#This configuration has been automatically generated via
#the Ubuntu LIRC package maintainer scripts.

#It includes the default configuration for the remote and/or
#transmitter that you have selected during package installation.

#Feel free to add any custom remotes to the configuration
#via additional include directives or below the existing

include "/usr/share/lirc/remotes/apple/lircd.conf.macmini"

# Configuration selected with GNOME LIRC Properties
include </etc/lirc/lircd.conf.gnome>

Unfortunately, it seems that the second include does not override the first, so gnome-lirc-properties's settings are not used.

If it is expected that a later include should override an earlier, I guess this is a lirc bug. Otherwise, perhaps gnome-lirc-properties should comment out earlier includes that it finds.

Also, is there a reason why gnome-lirc-properties uses the C syntax (putting the filename in <...>)? If not, why not use the more obvious quotes?
