first login shows the ubuntu welcome dialog

Bug Description

Steps to reproduce

      install a ubuntu server minimal

      install ubuntu-desktop-minimal and gnome-kiosk

      have an empty gnome-kiosk script

      reboot and log-in the first time with a user in gnome kiosk-mode (this should be suffice, otherwise set an autologin for a user then reboot)

What happened
It shows the OS welcome screen: "Welcome to Ubuntu 24.04 LTS!"
This shouldn't happen.
Furthermore on that welcome screen clicking on change log open a firefox instance and go to a URL.
This definetely should not happen as it is not a single app fullscreen mode.

What did GNOME Kiosk do that was unexpected?
showing the Ubuntu welcome dialog and opening firefox after clicking on changelogs

What did you expect to happen
do not show the OS Welcome screen.
do not open any application/program/script except the only gnome-kiosk script.
