Not a ubiquity bug, it was introduced by
gnome-keyring (3.1.1-0ubuntu3) oneiric; urgency=low
[...] gnome-keyring. ubiquity: apply capabilities at the end of the daemon with ipc_lock+ ep.
* debian/
ubiquity process to make sure new installs have gnome-keyring-
cap_
* debian/rules: install ubiquity target-config script.
3.1.1-0ubuntu4 fixes it.
