* debian/patches/ubuntu_newuser_wizard.patch:
- revert the new upstream behaviour of not using the wizard for
existing users since it has a purpose in Ubuntu
* Removed delta since it's included in Debian now
* debian/control.in, debian/rules:
- build without malcontent for now since it's in universe
