Bug Description

In the 16th March Pending Desktop image https://cdimage.ubuntu.com/daily-live/pending/

Switching between Dark and Light modes while gnome initial setup is open does not change the appearance of GIS. See the attached video.

This is still present in the daily build from 28th March

Upstream applied a workaround to disable dark theme support for Initial Setup to not break the New User mode. See the upstream bug for more details.

The New User mode may be useful for OEM installs once Ubuntu Desktop stops using ubiquity.

I did a test install of Fedora 38 and I was surprised that Dark Mode works there for Initial Setup. They aren't patching Initial Setup for that either.
