gnome-initial-setup does not start when no users are available on Artful

Bug Description

When all user accounts are removed, GDM should use gnome-initial-setup to prompt for the creation of a user account. This happens on Zesty, but does not happen on Artful.

LP: #1673453 describes one way to remove all user accounts.

Any help you can provide here in figuring this bug out would be useful, since new user mode isn't a priority for Ubuntu 18.04 LTS.

Um, I guess I didn't have gnome-initial-setup installed!

Anyway, it works fine for me on Ubuntu 18.04 LTS now. Could you try again?
