Unable format USB stick in ext2 or ext4 if disk volume name contain some non english characters

Bug Description

Binary package hint: gnome-disk-utility

Try format USB stick to ext2 and ext4 fs.
Until the volume name contained Cyrillic characters USB stick not formatted.

If FAT USB stick is formatted, but pop's error message:
Error creating file system: helper exited with exit code 1: helper failed with:
Total number of sectors (63071126) not a multiple of sectors per track (63)!
Add mtools_skip_check=1 to your .mtoolsrc file to skip this test
mkfs.vfat 3.0.9 (31 Jan 2010)

If ext2 or ext4 unable format, pop's error message:
Error creating file system: helper exited with exit code 1: given file system label exceeds 16 characters

Thank you for your bug report. The issue is an upstream one and it would be nice if somebody having it could send the bug the to the people writting the software (https://wiki.ubuntu.com/Bugs/Upstream/GNOME)
