No option to wite to DVD-RW or CD-R

Bug Description

To replicate:
Method one: in Nautilus: right-click an iso file and select "Open with Disk Image Writer"
Method two: in the Disk utility: select the blank disk and find "Restore disk image" in the menu

Expected results:
If there is a blank disk in the drive: either method should be able to write an image to the disk.

Actual results:
Following method one: the blank disk will appear greyed out in the list of write destinations. Following method two: the "Restore disk image" option will be greyed out.

Confirmed with multiple blank disks: both CD-R and DVD-RW. Issue is not hardware, drivers, or blank media: K3B is able to burn disks correctly.
