Bug Description
[Impact]
When gettext translate locale modifiers, the output encoding is not set to UTF-8, so non-ascii letters are replaced with question marks. A fix has been committed upstream, and the proposed fix cherry picks that commit.
[Test Case]
* Install the Serbian language, switch to Serbian — Latin, and relogin
* Open Settings -> Region & Language and find that the current language is not labeled correctly
* Upgrade libgnome-
* Open Settings -> Region & Language and find that the current language label is now correct

This bug has been marked 'fix committed' for the devel series, but there is no version of gnome-desktop3 in groovy-proposed, only in the groovy release pocket. So this needs explanation of the status for groovy prior to being accepted as an SRU.
