Bug Description
Steps to reproduce:
1) Open System Settings/Appearance
2) Set the theme to Radiance
3) Open System Settings/Universal Access
4) Change the contrast to Low, than back to Normal
Expected result:
as you have changed contrast from Normal and back to Normal, no change should be visible, theme should be Radiance again
What happens instead:
you get Ambiance themed window contents with Radiance themed window borders, the Appearance panel showing Ambiance as the selected theme
