Brightness settings are lost on reboot

Bug Description

The brightness settings are not retained after the reboot.

1. Set the brightness to the lowest using brightness and lock screen of the gnome-control-center
2. Reboot the computer
3. After login the brightness is set to maximum. The previous settings are lost.
