After upgrade to Ubuntu 12.04 Precise some keyboard shortcuts assigned via System Settings -> Keyboard fail to work without any sensible reason. This applies to both standard (like Volume Up/Down) and custom shortcuts.
I have a lot of custom shortcuts for starting applications, like Ctrl+Alt+Shift+<Letter>, half of them does work, half of them doesn't. Which ones exactly—changes after every logon or reassigning shortcuts in the Keyboard.

After upgrade to Ubuntu 12.04 Precise global shortcuts began to depend on current layout, which is not how it's supposed to be.
Say, I assign the global shortcut Ctrl+Alt+Shift+D to run an application. But if I have Russian layout selected in the current application, the system translates it into Ctrl+Alt+Shift+"Cyrillic ve" and ignores it. The same goes for assigning shortcuts in GNOME Control Center, the shortcut is read in the current layout.
*Global* shortcuts should not depend on current keyboard layout in the application.
