Content is cut-off & window is not resizeable

Bug Description
When opening the "Keyboard" settings application some of the content is cut-off because the window is not big enough. And there is no way to resize the window. Pressing Alt+F8 does nothing. And opening the window menu (e.g. Alt+Space) shows that the "Resize" option is blacked-out and not available. I've attached a screenshot showing how content is cut-off in the "Keyboard" window.
System Settings windows (e.g., Keyboard) should be resizeable.

the "Keyboard Shortcuts" window has always been resizeable before (e.g., in 10.04 by pressing Alt+Space or Alt+F8).
