"Theme" and "Launcher" labels are hundreds of pixels away from their controls

Bug Description

gnome-control-center 1:3.2.2-2ubuntu6, Ubuntu Pangolin

1. Open the "Appearance" panel of System Settings.
2. Measure the distance between the "Theme:" label and menu.
3. Measure the distance between the "Launcher icon size:" label and slider.

What you should see:
2. 12 pixels.
3. 12 pixels.
"Between labels and associated components, leave 12 horizontal pixels."

What you actually see:
2. 433 pixels.
3. 319 pixels.

Note that GNOME itself prefers to respect widgets alignments than respect those hig guidance, see for example the display capplet (resolution and rotation combos), or the sound one (output tab, balancer slider and connector combo) or the screen one (combos)

Actually, the HIG specifies 12 pixels between the longest label its corresponding option widget, at least in figure 8-4 on the page Matthew linked to.

Nevertheless, neither the existing gnome capplets nor the spec on google docs is very consistent. I see three different ways in which option label widgets are presented:

(1) left-aligned label
(2) right-aligned label
(3) bold left-aligned label with optional detail text and the option widget to the far right

The HIG recommends (1), and that is what's used in the capplets that Seb mentioned. The spec on google docs uses all three (!) in different applets. The implementation uses all three and adds a fourth, right-aligned label without colon (for example in Network and Online Accounts).

Right-aligned labels would solve this specific problem by setting them nearer to its controls, as seen in the wireframe I'm attaching. But the solution arises other problems: the 'Background' label seems out of place, and the 'Launcher icon size' option seems to belong more in the 'Launcher' tab[1] (in the current implementation it's named 'Behavior').

those UI element don't exist in the current version so closing the bug
