using "ctrl + mouse scroll wheel" for zooming is inconsistent in different application

Bug Description

In many application in Ubuntu you can zoom in/out with CTRL + SCROLL WHEEL. But it is currently inconsistent.

There are two ways:
  * one is *epiphany way*: ctrl-upscroll zooms in, ctrl-downscroll zooms out
  * another is *firefox way* (which is the same as Internet Explorer): ctrl-upscroll zooms out, ctrl-downscroll zooms in

Here are some examples:

yelp: firefox way
nautilus: epiphany way
EyeOfGnome: epiphany way (plus works without Ctrl)
gThumb: epiphany way
openoffice: epiphany way
thunar: firefox way

This should be fixed. Probably with an option to globally change the default behaviour for all applications.

Thank you for your bug report. That's not a GNOME issue though, GNOME applications use it consistently
