In network:proxy settings, you are not prompted for sudo password if you apply setting of 'Automatic'

Bug Description

Replication steps:
Open Gnome Control Panel then select the network applet.
Select Network proxy.
Under method, select automatic
Select Apply system wide
No password prompt is provided

Expected behavior happens for the other methods e.g
Change method to 'Manual'
click apply system wide
you are now prompted for password
