Bug Description
System Settings > Appearance only lists the themes Adwaita, Ambiance, Radiance, HighContrast and HighContrastInv
There may be an intentional drop of the themes Greybird and Raleigh though but at least themes in the user's ~/.themes should be made selectable in the list.

Thank you for your bug report but it's a design decision to limit that selector to the "system supported themes", not to make it a tools to install or configure random themes
