Bug Description
System Settings -> Network -> Network Proxy
[Apply system wide]
Policykit authentication dialogue appears. But if you click "cancel", it keeps on reappearing. (Although not the exact same dialogue - there's something slightly more going on). You have to cancel three times to escape. It's as if you were entering an incorrect password and clicking "ok".
