"Suspend when inactive for.." doesn't actually suspend

Bug Description

3. Under Power I expect the "Suspend when inactive for.." value to do pretty much what it says it'll do. I've been on battery power, and the Battery Power option set to 5 minutes, and it doesn't suspend when I leave it sitting. Overnight I had it set to "Never" When Plugged In, and I'd wake up with it suspended.
