System Settings does not come to front when open in background

Bug Description

This window doesn't seem to fit regular window behavior.

There is no way to maximize the system settings window. I noticed that the icon for maximizing is not available in this window. When the window is open in the background and is called through the system menu (top right) it does not come forward, and even used to crash (seems to have be fixed).

the fact that the geometry is fixed is an upstream decision, it comes to the front when selected again there
