Reproducible on an upgraded system, fresh install and unity(-2d)
TEST CASE:
1. Open the keyboard settings
$ gnome-control-
Result:
There is no cursor on the delay and speed sliders (See screenshot) and no obvious way to set it up.

Setting to high because there is no easy workaround to the keyboard speed and delay.
