There are already a few bugs on "Apply System-Wide..." - haven't found this one though.

The password needs to be entered twice after "Apply System-Wide..." in gnome-network-properties (Network Proxy Preferences)

Could one of the maintainers of this package let me know how to get into the src on this one. I would like to address this problem.

I just changed the privileges in
/usr/share/polkit-1/actions/org.gnome.gconf.defaults.policy
-> com.ubuntu.systemservice.setproxy

as well as
/usr/share/polkit-1/actions/org.gnome.gconf.defaults.policy
-> org.gnome.gconf.defaults.set-system

to not have to enter the password several times a day to change the proxy (home -> university -> work).

Best way to solve this would be to implement

the 1st file in the workaround of #4 should be:
/usr/share/polkit-1/actions/com.ubuntu.systemservice.policy

This problem still exists in 10.10. Very annoying.

The dialog has been deprecated and rewritten in GNOME3 and Oneiric, closing the bug
