gnome-network-properties doesn't properly accept cancel on “Apply System-Wide...”

Bug Description

Binary package hint: gnome-control-center

In gnome-network properties, the “Apply System-Wide” button will not properly accept cancellation. If you press it, you get:
“System policy prevents setting proxy settings”, then “Privileges are required to change GConf system values”, then “System policy prevents setting proxy settings”, then “Privileges are required to change GConf system values”, then “System policy prevents setting proxy settings”, then “Privileges are required to change GConf system values”, and finally “Privileges are required to change GConf system values”.

Obviously, only one cancel should be necessary if you wish to cancel.
