Thank you for your bug report. Could you start gnome-control-center from a commandline and share what is being printed there when you go to the panel. Do you need to click a subcategory or is opening the region panel enough to hit the freeze?

I'm unable to reproduce problem, was appeared opening Region&Language on a just created secondary user.

Same issue for me. It looks like this only occurs on the first login with a given user.

After logging-out and back in again, I can't reproduce the issue.
