Starting gnome-control-center resets icon theme

Bug Description

How to reproduce this bug:

1. Install a new icon theme like the papirus icon theme (https://github.com/PapirusDevelopmentTeam/papirus-icon-theme) or the Tela icon theme (https://github.com/vinceliuice/Tela-icon-theme) and activate it via Gnome Tweaks.
2. Click on the Settings app or start gnome-control-center from the terminal.
3. The icon theme will be reset to Yaru.
