In Keyboard, Set Shortcut doesn't work second time it is tried.

Bug Description

In keyboard - View and Customize Shortcuts, if you select a key, set the shortcut and then try and set the shortcut for a another key then it just goes gray and you cannot set the second shortcut. You can however close the Keyboard Shortcuts window and reopen it and it will work fine.
