Notification volume can only be set during the notification

Bug Description
Different applications make a loud beep, but you can't set the beep sound, because it would only appear in the volume control for that half a second. It is not visible before or after. So e.g. currently 3 things can be set. 1. System sounds, this is the smallest, which is not 0, but the beeps are loud, e.g. of a Thunderbird. And there are 2 Firefox at maximum volume, but I don't know why there are 2. But e.g. There is no Thunderbird. It would only appear for the duration of the sound notification, so it cannot be set.
