Brightness is not show in desktop mode

Bug Description

The brightness level control is visible only on a notebook, but it is not visible on the desktop version. The brightness of both my monitors are excessive and I must be turning down and up from the rear buttons, I would prefer that I could manipulate the brightness from the control panel like with the notebook version.

For some reason this control disappears in the desktop version.

At the moment I must use xrand to lower the brightness manually, although when I lock the computer or restart it the brightness is restored and I must be running those commands multiple times during the day.

Now from Ubuntu 24.04 can change brightness using

- From Ubuntu Desktop session (wayland): `sudo ddcutil setvcp 10 5 --display 1`.
- From Xorg session: `xrandr --output HDMI-1 --brightness 0.5`.

The idea is that the brightness change could be done in a friendly way from the gnome screen brightness control instead of the terminal. For example, if the computer supports backlight, make the change from this class, but do it at a high level with xrandr or ddcutil depending on whether the user uses Ubuntu desktop or xorg.
