Sound setings display balance incorrectly

Bug Description

1. Change sound balance to something obvious, like 100% right, so you can hear the difference.
2. Close sound settings.
3. Open sound settings again.

Effect: You will hear that your settings have been preserved, but the balance slider will show in the middle.
