Mouse does not respect primary/secondary button settings after being disconnected and reconnected.

Bug Description

After installing 20.04, in the gnome control center I selected the right mouse button to be the primary button. When I unplug the mouse and replug it in, the right mouse button is no longer the primary button. When I look at the gnome control center, the setting says that the right mouse button is the primary button. To get the right button as the primary button I need to click on the GUI control to make the left button primary and then on the same control a second time to make the right button primary.
