Bug Description

1) Release: Ubuntu 19.10

2) Package Version: gnome-control-center:
  Installed: 1:3.34.1-1ubuntu2
  Candidate: 1:3.34.1-1ubuntu2
  Version table:

3) Expected Behavior: Open WiFi Settings then back out to full Gnome Settings and browse normally.

4) Actual Behavior: (Video Attached) Wifi Settings Banner freezes and flashes along with window management buttons in the top right. Freezing and flashing occurs when Wifi settings are opened directly or when they are accessed from the rest of the Gnome Settings. Because Wifi is the first menu option, freezing occurs when Settings is selected and Gnome Control Center is opened directly.
