Mobile Broadband panel still shows "Connected" after removing the SIM card

Bug Description

[Reproduce Steps]
 1. Boot to Ubuntu 18.04 desktop and insert a SIM card and make sure can mobile connection could work successfully.
 2. Removing the SIM card from the slot.

[Result]
Expected Result:
Mobile Broadband panel should reflect the interruption in network connection and toggle off the "Connected" status

Actual Result:
Mobile Broadband UI still shows "Connected" even without active network connection
